Manitoba Provincial Apprenticeship Accreditation System

Legislated Authority

Apprenticeship Manitoba operates under the Department of Education and Training with authority delegated by provincial legislation.The authority for accreditation is provided under section 22(4) of The Apprenticeship and Certification Act (the Act), whereby the Executive Director may grant advanced standing in an apprenticeship program to a apprentice in recognition of the apprentice’s previous training and experience in a designated trade. The specific authority for Accreditation is set out under sections 15 to 17 of the Apprenticeship and Certification – General Regulation.

Under the Act, the Apprenticeship and Certification Board (ACB) is the major advisory body for apprenticeship training related to trade designation, curriculum requirements and all regulatory aspects of trades and occupations. In keeping with section 15 of the Act, the ACB has approved the Accreditation Policy, the Accreditation Guidelines and the Time Credit in Accredited Programs Policy. It is the policy of Apprenticeship Manitoba to recognize training programs, courses of training, or programs of study as equivalent to apprenticeship training for the purposes of accreditation where Apprenticeship technical training standards are met. Specifically for trade related pre-employment programs, trade-related certificate or technology programs and through the High School Apprenticeship Program (HSAP) or other technical vocational programs offered at the secondary and post-secondary level.

General Standards

The Accreditation Policy and Guidelines, approved by the Apprenticeship and Certification Board (ACB) is designed to recognize trades training programs that meet Apprenticeship technical training standards, eliminate duplication of apprentices’ prior learning, and assist in the transition of students from secondary school and post-secondary training programs. This policy has been in place since 1995, and was recently revised in February 2012 (Post-secondary technical training for registered apprentices is arranged through Momoranda of Understanding with the three public colleges in Manitoba).

Accreditation extends formal recognition to training provider where they can demonstrate conformance with Apprenticeship Manitoba’s technical (in school) standards for Instructor qualifications, curriculum, facility and equipment. Instructors must have a Certificate of Qualification in the designated trade and a Vocational Teacher’s Certificate. A training provider includes public and private high schools, Colleges and Private Vocational Institutions (PVI). Accreditation of a trades-related program of study will apply only where an Apprenticeship Technical Training program standard exists.

Recognized training is reviewed a minimum of every three years to ensure that it continues to remain current with industry requirements.

The number of hours of on-the-job training, outlined in the applicable trade regulation, cannot be reduced. An apprentice must acquire, either through credit or during time spent in the apprenticeship program, the number of hours of on-the-job training outlined by the applicable trade regulation.

Program Specific Standards

Accreditation Policy

Graduates from accredited programs must achieve a cumulative average of 70% or higher in all trades-related subjects and level for which the program is being accredited.

Graduates of accredited programs will receive exemption for Level 1 of technical training and any other applicable level, depending on the designated trade or occupation.

Time Credit in Accredited Programs Policy (for on the job training)

Through this policy, Apprenticeship Manitoba will recognize, for the purpose of granting technical training and practical experience credit, a certain number of hours spent in an accredited program prior to registering as an apprentice. Time Credit in Accredited Programs Policy was created and came into force on September 1, 2009.

For all pre-employment programs, the maximum time credit is 50% of the program’s length. For the majority of pre-employment programs, an exemption of 900 hours is provided towards level 1 technical training. However, there are specific programs that receive time credit for more than one level of technical training and may also receive credit for additional hours, as the total depends on the maximum length of the program.

The granting of time credit will reduce the number of practical hours required to complete the respective level of training but will not reduce the calendar time required for completion of a level of apprenticeship training.


Accreditation Guidelines outline the requirements for accreditation, accreditation renewal and re-accreditation when standards for a particular trade program change.

Each training provider that meets the standards set out by Apprenticeship Manitoba will receive a Certificate of Accreditation.

A Certificate of Accreditation is valid for three (3) years from the date of issue unless otherwise indicated on the certificate. If accreditation is granted, Apprenticeship Manitoba will assign an accreditation number.

If a graduate from an accredited training program completes the technical training level(s) with a minimum final accumulated average of 70% or better on trades-related subjects and registers as an apprentice in that trade within a maximum of 24 months of completing the program, he or she is entitled to receive technical and practical training credit toward their apprenticeship program.

In order to receive technical training and practical experience credit, apprentices must provide a transcript that includes the accreditation number of the program and demonstrate that the accredited program was completed.
